Description: EXHIBIT 21 - EXTRAORDINARY CIRCUMSTANCES THAT WARRANT STA & TECHNICAL EXHIBIT

ONLY A FEW DAYS AFTER RAYCOM MEDIA, INC. CONSUMMATED, ON JANUARY 31, 2006, THE TRANSFER OF CONTROL OF CIVCO, INC., INCLUDING ITS STATIONS KLTV, TYLER, TEXAS AND SATELLITE STATION KTRE, LUFKIN, TEXAS, THE MAIN TRANSMISSION TOWER OF KLTV COLLAPSED. ON THE BASIS OF THE INVESTIGATION CONDUCTED TO DATE OF THAT UNFORESEEN EVENT, THE LICENSEE HAS DETERMINED TO TAKE THE PRECAUTIONARY MEASURE, TO PROTECT THE SAFETY OF ITS STAFF, OF REMOVING A SIMILAR NEW DUAL-CHANNEL ANTENNA WHICH IS MOUNTED AT THE TOP OF THE KTRE TOWER. IN THE CASE OF KTRE, THE TOWER STRUCTURE IS CO-LOCATED WITH THE STATIONS STUDIO FACILITY WHERE OVER 50 PERSONS ARE EMPLOYED.

AS A RESULT, EFFECTIVE MARCH 4, 2006, KTRE/KTRE-DT BEGAN OPERATING WITH A STANDBY ANTENNA MOUNTED ON THE SIDE OF THE EXISTING TOWER STRUCTURE, AS DESCRIBED IN THE ATTACHED TECHNICAL EXHIBIT OF CONSULTING ENGINEERS DU TREIL, LUNDIN & RACKLEY, INC. A REPLACEMENT DUAL-CHANNEL ANTENNA HAS BEEN ORDERED, WITH DELIVERY ANTICIPATED BY THE END OF JUNE. THE LICENSEE INTENDS TO INSTALL THE NEW ANTENNA PROMPTLY AFTER DELIVERY AND RETURN KTRE/KTRE-DT TO THEIR AUTHORIZED PARAMETERS AS SOON AS FEASIBLE.

ACCORDINGLY, THIS APPLICATION SEEKS SPECIAL TEMPORARY AUTHORITY TO OPERATE KTRE/KTRE-DT WITH THE SIDE-MOUNTED STANDBY ANTENNA (AS DESCRIBED IN THE TECHNICAL EXHIBIT) FOR A PERIOD OF 90 DAYS, OR UNTIL THE STATIONS CAN RETURN TO NORMAL OPERATION, WHICHEVER IS SOONER.
