Description: REDUCED POWER OPERATION

KWTX-TV, WACO, TEXAS (FACILITY ID NO. 35903) (KWTX), A CBS AFFILIATE, CURRENTLY PROVIDES ANALOG SERVICE ON CHANNEL 10 AND PRE-TRANSITION DIGITAL SERVICE ON CHANNEL 53. THE STATION HAS ELECTED TO RETURN TO CHANNEL 10 FOR POST-TRANSITION DIGITAL OPERATIONS. IN ORDER TO COMPLETE CONSTRUCTION OF ITS DIGITAL FACILITY ON CHANNEL 10 BY FEBRUARY 17, 2009, KWTX MUST REPLACE ITS CURRENT ANALOG ANTENNA AND MODIFY ITS CURRENT ANALOG TRANSMITTER FOR POST-TRANSITION OPERATION.

THE NEW DIGITAL ANTENNA HAS BEEN ORDERED AND IS SCHEDULED FOR DELIVERY IN JUNE 2008. THE TOWER CREW IS SCHEDULED TO ARRIVE ON JULY 21, 2008 TO REMOVE THE OLD ANALOG ANTENNA AND INSTALL THE NEW DIGITAL CHANNEL 10 ANTENNA.   THE INSTALLATION OF THIS ANTENNA WILL REQUIRE THE TEMPORARY TERMINATION OF ANALOG SERVICE FOR LESS THAN 30 DAYS. KWTX WILL FILE A NOTIFICATION PURSUANT TO SECTION 73.11615 WITH THE COMMISSION AT THE APPROPRIATE TIME. THE STATION THEN WILL RESUME ANALOG OPERATIONS WITH THE NEW ANTENNA.

HOWEVER, BECAUSE THE NEW ANTENNA HAS A LOWER GAIN THAN THE PREVIOUS ANTENNA, KWTX WILL BE UNABLE TO SERVE APPROXIMATELY 7% OF ITS CURRENT GRADE B POPULATION WITH THE NEW ANTENNA. KWTX WILL OPERATE ITS ANALOG STATION AT REDUCED POWER THROUGH THE END OF THE TRANSITION. THE STATION WILL REMAIN CAPABLE OF REACHING ALL CABLE HEAD ENDS WITH THE REDUCED POWER SIGNAL.

KWTX WILL PROVIDE VIEWER NOTIFICATION OF THIS REDUCTION IN POWER AT LEAST 60 DAYS BEFORE THE PLANNED ANALOG POWER REDUCTION.
