Section B (For broadcasters electing Option Two)

On its analog channel, and its primary digital stream, a station must run an average of 16 transition-related PSAs and 16 transition-related crawls, snipes, and/or tickers per week in each quarter, all between the hours of 5 a.m. and 1 a.m. It must also run one 30 minute DTV-related informational program once, and one 100-Day Countdown piece per day for the 100 days prior to the conclusion of the transition. Comment boxes MUST be used to describe these compliant activities (See rules for additional details).

WIS AIRED A MINIMUM OF 16 DTV PSAS PER WEEK AND 16 SNIPES PER WEEK ON A FIXED SCHEDULE. WIS ALSO AIRED A VARIABLE NUMBER OF PSAS AND SNIPES IN AVAILABLE INVENTORY. THE SNIPES REFERRED VIEWERS TO THE WIS WEBSITE AND A WIS PHONE NUMBER FOR MORE INFORMATION ON THE DIGITAL TRANSITION. WE ALSO BROADCAST PSAS IN NBC NETWORK PROGRAMMING, "THE OPRAH WINFREY SHOW" AND "LIVE WITH REGIS AND KELLY", AS SUPPLIED BY THE NETWORK AND THE PROGRAM SYNDICATORS. ALL PSAS WERE CLOSED CAPTIONED.

30 Minute Educational Programs - Last Quarter

100-Day Countdown - Last Quarter

All stations participating in Option Two must air a minimum of one "Countdown To DTV" per day during certain periods.  Due to the delay in the DTV deadline, the revision of the countdown rules, and differing analog termination dates, not every station was required to air the "Countdown To DTV" the same number of times during the first quarter of 2009.  Below, list the actual number of days on which your station aired any eligible "Countdown to DTV," and, in the Comments field, briefly explain how this number of days was calculated.

DURING THE SECOND QUARTER, WIS CONDUCTED MONTHLY DTV PHONE BANKS (A TOTAL OF 3) DURING THE EARLY EVENING NEWS BLOCK (5 TO 7:30PM). ON EACH OCCASION, SIX WIS STAFF MEMBERS ANSWERED HUNDREDS OF QUESTIONS FROM VIEWERS ABOUT THE DTV TRANSITION, CONVERTER BOXES, AND THE COUPON PROGRAM. EACH PHONE BANK WAS PUBLICIZED IN ADVANCE DURING WIS NEWSCASTS. THE STATION'S NEWS DEPARTMENT AIRED AT LEAST 4 LIVE SHOTS FROM THE PHONE BANK DURING EACH DAY'S EFFORT, AND MOST OF THE SEGMENTS WERE ACCOMPANIED BY TAPED OR LIVE DEMONSTRATIONS OF THE USE OF TV CONVERTER BOXES.
ON JUNE 10, 2008 AT NOON AND 5:30PM WIS AIRED NEWS STORIES ON RAYCOM MEDIA CEO PAUL MCTEAR'S CONGRESSIONAL TESTIMONY ON THE DTV TRANSITION.
AND ON JUNE 26, 2006 ON THE 6PM NEWS, WIS RAN A STORY ABOUT A NATIONAL PROBLEM WITH A COMPANY SELLING OVER-PRICED CONVERTER BOXES.

IT INCLUDES TEXT AND VIDEO INFORMATION ABOUT DIGITAL TELEVISION, TV CONVERTER BOXES, AND THE CONVERTER BOX COUPON PROGRAM. IT ALSO HAS A PLACE WHERE WE SOLICIT EMAIL QUESTIONS ABOUT DTV AND A FORM FOR USERS TO REQUEST A WIS SPEAKER TO LOCAL GROUPS ON THE TOPIC. DURING THE SECOND QUARTER OF 2008 WIS SENT SPEAKERS TO 10 LOCAL GROUP MEETINGS TO MAKE PRESENTATIONS AND ANSWER QUESTIONS ABOUT DIGITAL TELEVISION. A TOTAL OF MORE THAN 430 PEOPLE ATTENDED THOSE 10 EVENTS.
