Description: WHSV REQUEST TO RESUME ANALOG BROADCASTS

GRAY TELEVISION LICENSEE, LICENSEE OF WHSV-TV, HARRISONBURG, VIRGINIA (WHSV) REQUESTS AUTHORITY FOR WHSV TO RESUME ANALOG OPERATIONS. WHSV TERMINATED ANALOG OPERATIONS ON FEBRUARY 16, 2009 PURSUANT TO ITS ANALOG TERMINATION NOTICE FILED ON JANUARY 16, 2009.

HOWEVER, WHSV IS LOCATED IN A MOUNTAINOUS REGION AND ONCE WHSV ENDED ANALOG BROADCASTS, IT BECAME CLEAR THAT CERTAIN VIEWERS WOULD BE UNABLE TO RECEIVE WHSVS DIGITAL SIGNAL BECAUSE OF TERRAIN BLOCKING.

WHSV IS NEGOTIATING WITH THE COUNTY TO ACQUIRE THE LICENSES TO CERTAIN TV TRANSLATOR STATIONS. THE ACQUISITION OF THESE TV TRANSLATOR STATIONS WILL ALLOW WHSV TO BRING A DIGITAL SIGNAL TO MANY OF THE VIEWERS THAT RECEIVED THE ANALOG SIGNAL BUT CANNOT RECEIVE THE DIGITAL SIGNAL.

THEREFORE, IN ORDER TO GIVE WHSV TIME TO COMPLETE ITS NEGOTIATION FOR THESE TV TRANSLATOR STATIONS AND OBTAIN FCC AUTHORITY TO ACQUIRE THESE LICENSES, WHSV SEEKS AUTHORITY TO RESUME ANALOG OPERATIONS.

THE TECHNICAL SPECIFICATIONS IN THIS REQUEST ARE FOR WHSVS LICENSED ANALOG FACILITY.
