Section B (For broadcasters electing Option Two)

On its analog channel, and its primary digital stream, a station must run an average of 16 transition-related PSAs and 16 transition-related crawls, snipes, and/or tickers per week in each quarter, all between the hours of 5 a.m. and 1 a.m. It must also run one 30 minute DTV-related informational program once, and one 100-Day Countdown piece per day for the 100 days prior to the conclusion of the transition. Comment boxes MUST be used to describe these compliant activities (See rules for additional details).

WNDU-TV RAN DTV COUNTDOWN MESSAGES AS REQUIRED PRIOR TO THE ORIGINAL FEBRUARY 17, 2009 DTV TRANSITION DEADLINE. WE RAN 154 COUNTDOWN MESSAGES OVER THE FIRST 47 DAYS OF THE QUARTER COUNTING DOWN TO THE FEBRUARY 17TH DATE.

DURING FIRST QUARTER 2009, NEWSCENTER 16 REPORTED ON THE DTV TRANSITION SEVERAL TIMES LEADING UP TO OUR OWN END OF REGULAR ANALOG BROADCASTING AT 11:59 PM ON FEBRUARY 16. WE PROVIDED UPDATES TO THE STATUS OF THE CONVERTER BOX COUPON PROGRAM; WE SHOWED VIEWERS HOW TO HOOK UP CONVERTER BOXES AND ANTENNAS; WE REPORTED ON ANTENNA AND SUBSCRIPTION SERVICE OPTIONS; AND WE PEPPERED OUR NEWSCASTS WITH DTV FAQ INFORMATION.
WE ALSO CONTINUED OUR DTV TUESDAY SOFT SHUT-DOWN TESTS. EVERY TUESDAY IN OUR 6PM NEWSCASTS, WE AIRED A SPECIAL MESSAGE ON OUR ANALOG CHANNEL ADVISING VIEWERS THAT THEIR ANALOG TV MAY NOT BE READY FOR THE DIGITAL CONVERSION. THESE MESSAGES ALSO PROVIDED CONTACT INFORMATION FOR VIEWERS TO SEEK OUT HELP. AS WE GOT CLOSER TO OUR OFFICIAL ANALOG END DATE, WE EXPANDED THE DTV TUESDAY TESTS TO OUR AM NEWS AND OUR 11PM NEWS AS WELL. WNDU AIRED 40 FIFTEEN-SECOND PROMOTIONAL SPOTS BETWEEN JANUARY 1 AND FEBRUARY 10 TO PROMOTE OUR DTV TUESDAY TESTS.

WNDU CONSISTENTLY CARRIED A DTV ANSWERS BANNER AND LINK ON WNDU.COM. THE LINK CONNECTED VIEWERS TO A VARIETY OF TOPICS RELATING TO THE DTV CONVERSION AS WELL AS LINKS TO THE NAB'S DTVANSWERS.COM AND DTV2009.GOV.
IN ADDITION, WNDU CREATED A VIEWER SURVEY ON WNDU.COM WHERE VIEWERS COULD ENTER THEIR SPECIFIC QUESTIONS AND CONTACT INFORMATION. ALL OF THESE SURVEYS WERE REVIEWED BY OUR ENGINEERING STAFF AND A MEMBER OF OUR ENGINEERING STAFF CONTACTED THE VIEWERS TO HELP ANSWER THEIR QUESTIONS.

ON 2/6/09, WNDU'S CHIEF ENGINEER AND PROGRAMMING DIRECTOR MADE AN APPEARANCE FOR APPROXIMATELY ONE HOUR ON THE B-100 FM MORNING SHOW TO ANSWER LISTENER QUESTIONS ABOUT THE UPCOMING DIGITAL TRANSITION. AND ON 2/17, WNDU'S PROGRAMMING DIRECTOR APPEARED ON WTRC-FM'S MORNING SHOW TO TALK ABOUT THE DIGITAL TRANSITION.
WNDU ALSO SHARED INFORMATION WITH REAL SERVICES TO HELP THEM IN THEIR EFFORTS TO REACH OUT TO LOCAL SENIOR CITIZENS WHO NEEDED HELP WITH THE TRANSITION AND WE REFERRED SOME OLDER VIEWERS TO REAL SERVICES FOR ASSISTANCE.
WNDU SET UP AN ANSWERING SYSTEM TO CAPTURE ALL INCOMING DTV RELATED CALLS. ALL CALLS WERE SCREENED BY WNDU PERSONNEL. MEMBERS OF THE WNDU ENGINEERING AND MANAGEMENT TEAMS RETURNED ALL CALLS AND HELPED ANSWER VIEWER QUESTIONS. WE EVEN WALKED THEM THROUGH THE PROCESS OF INSTALLING AND SCANNING THEIR CONVERTER BOXES.
ALL WNDU EMPLOYEES WERE PROVIDED WITH A LIST OF DTV FAQS AND SUPPORT MATERIALS TO ENABLE THEM TO HELP ANSWER VIEWERS' QUESTIONS WITH THE LEAST AMOUNT OF INCONVENIENCE TO THE VIEWER.

IN COMPLIANCE WITH THE EVOLVING RULES GOVERNING THE DIGITAL TRANSITION DATE AND STATION EDUCATION/OUTREACH ACTIVITIES, WNDU MADE THE FOLLOWING EFFORTS TO KEEP THE PUBLIC INFORMED ABOUT OUR OWN ANALOG SHUT-OFF:
WNDU RAN ADDITIONAL THIRTY-SECOND ANNOUNCEMENTS TELLING VIEWERS THAT WE WOULD CEASE REGULAR ANALOG BROADCASTING BY FEBRUARY 17, BEFORE THE NEW NATIONAL CUT-OFF DATE OF JUNE 12. WNDU AIRED 155 OF THESE ANNOUNCEMENTS BETWEEN JANUARY 17 AND FEBRUARY 16. OUT OF THE TOTAL ANNOUNCEMENTS, 34 OF THESE AIRED IN PRIME TIME.
WNDU AIRED A CRAWL ON OUR ANALOG CHANNEL INFORMING VIEWERS THAT WNDU WOULD CEASE ANALOG BROADCASTING BEFORE THE NEW NATIONAL CUT-OFF DATE. THE CRAWL ALSO LISTED THE OPTIONS VIEWERS HAD AVAILABLE TO PREPARE AND LISTED OUR LOCAL HOTLINE PHONE NUMBER AS WELL AS THE FCC INFORMATION PHONE NUMBER. WNDU AIRED THESE CRAWLS FOR 5 MINUTES EVERY HOUR FROM MIDNIGHT ON FEBRUARY 9TH TO 10 PM ON FEBRUARY 14TH. AFTER 10 PM ON FEBRUARY 14TH AND THROUGH 11:59 PM ON FEBRUARY 16TH, THE CRAWLS AIRED FOR 10 MINUTES EVERY HOUR.
ON FEBRUARY 17, WNDU STAFFED OUR OWN TOLL-FREE CALL CENTER TO HELP ANSWER VIEWER QUESTIONS. THE CALL CENTER WAS STAFFED FROM 8AM TO 10 PM.
WNDU AIRED THE NIGHTLIGHT PROGRAM PROVIDED BY THE NAB IN ENGLISH AND SPANISH ON OUR ANALOG CHANNEL FROM MIDNIGHT ON FEBRUARY 17 UNTIL WE OFFICIALLY SHUT OFF OUR ANALOG TRANSMITTER ON MARCH 3 AT 7:52 PM. WNDU CONTINUED TO RUN CRAWLS ON THIS NIGHTLIGHT PROGRAMMING THAT REFERRED VIEWERS TO OUR STATION DTV HOTLINE. MEMBERS OF THE WNDU STAFF SCREENED ALL INCOMING MESSAGES AND RESPONDED BACK TO CALLERS WITH ANSWERS TO THEIR QUESTIONS.
AS REQUIRED BY THE FCC, WNDU CONTINUED TO AIR DTV EDUCATION PSAS AND CSTS ON OUR DIGITAL CHANNEL FROM FEBRUARY 17TH UNTIL SHORTLY AFTER THE FCC ELIMINATED THE REQUIREMENT ON MARCH 13, 2009.
TOTALS ARE INCLUDED IN THE QUARTERLY PSA AND CST COUNTS LISTED ABOVE, BUT HERE IS A SEPARATE BREAKDOWN OF WNDU'S POST 2/16 DTV EDUCATION ACTIVITIES: 69 PSAS (INCLUDING 11 BETWEEN 6AM AND 9 AM AND 26 BETWEEN 6PM AND 11:35PM), 114 CSTS (INCLUDING 22 BETWEEN 6AM AND 9 AM AND 50 BETWEEN 6PM AND 11:35PM).
