On its analog channel, and its primary digital stream, a station must run an average of 16 transition-related PSAs and 16 transition-related crawls, snipes, and/or tickers per week in each quarter, all between the hours of 5 a.m. and 1 a.m. It must also run one 30 minute DTV-related informational program once, and one Countdown piece per day during the days prior to the conclusion of the transition. Comment boxes MUST be used to describe these compliant activities (See rules for additional details).

THE NUMBERS IN THE ABOVE BOXES REFLECT ANNOUNCEMENTS AND CRAWLS THAT AIRED ON KTBS DURING THE 2ND QUARTER OF 2009. MOST OF THE PUBLIC SERVICE ANNOUNCEMENTS WERE PRODUCED AND DISTRIBUTED BY THE NATIONAL ASSOCIATION OF BROADCASTERS AND THE ABC TELEVISION NETWORK INFORMING VIEWERS OF THE 800 NUMBER TO CALL FOR MORE INFORMATION ON THE TRANSITION, PROMOTING THE NAB WEBSITE WWW.DTV ANSWERS.COM, AND EDUCATING VIEWERS ON THE TRANSITION DATE. THE CRAWLS THAT AIRED ON KTBS WERE INSERTED OVER LOCAL PROGRAMMING AND STATED THE FOLLOWING "ON JUNE 12, 2009, FULL-POWER ANALOG BROADCASTING WILL END. THIS MEANS BEGINNING JUNE 12, 2009, IF YOU RECEIVE TELEVISION SIGNALS THROUGH ANTENNA, YOU MAY NO LONGER BE ABLE TO WATCH YOUR FAVORITE TELEVISION SHOWS. A DIGITAL CONVERTER BOX WILL PROVIDE UNINTERRUPTED VIEWING. 30 Minute Educational Programs - Last Quarter

KTBS HAS HAD A "COUNTDOWN TO DTV" CLOCK IN PLACE SINCE OCTOBER 7, 2008. WHEN THE TRANSITION DATE CHANGED, THE CLOCK WAS RESET AND HAS CONTINUED AIRING DURING NEWSCASTS.

Mandatory Daily Notices - Last Quarter

Beginning April 1, 2009, Option Two stations must also provide information about antenna use, the need for rescanning, and walk-in DTV help centers. These notices must be aired for no fewer than 15 seconds each, at least once per day, between 8 a.m. and 11:35 p.m., and at least three times per week between 8 p.m. and 11 p.m. in the Atlantic, Eastern and Pacific time zones, and between 7 p.m. and 10 p.m. in the Mountain, Central, and Alaskan time zones, until the station terminates analog programming. Stations may choose alternative on-air methods to comply with these notice requirements, but if so they may not be counted toward the transition PSA/transition CST obligations. (See 47 C.F.R. § 73.674(b)(6)-(8) for additional details).

KTBS HAS A SPECIAL SECTION ON ITS STATION WEBSITE, WWW.KTBS.COM, THAT FOCUSES ON EDUCATING OUR VIEWERS ABOUT THE DTV TRANSITION. KTBS VOLUNTARILY CREATED THIS SITE DURING THE FIST HALF OF 2008 AND HAS OFFERED IT TO ITS VIEWERS THROUGHOUT THE ENTIRE TRANSITION PERIOD. THE SITE PROVIDES AN HDTV COUNTDOWN CLOCK INFORMING VIEWERS OF THE TIME REMAINING PRIOR TO THE DTV SWITCH. KTBS ALSO HAS NUMBEROUS LINKS TO OTHER SITES THAT CAN ANSWER COMMONLY ASKED QUESTIONS ABOUT THE TRANSITION. THERE IS ALSO A LINK TO DTV ANSWERS.COM - NAB'S SITE SET UP TO EDUCATE VIEWERS ON THE TRANSITION. KTBS WEBSITE ALSO INCLUDES SEGMENTS OF ITS LOCALLY PRODUCED HALF HOUR SHOW PROMOTING DTV CONVERSION.

MONDAY, JUNE 8TH THEY WERE IN NATCHITOCHES AT 10:00AM, TUESDAY, JUNE 9TH TEXARKANA AT 10:00AM, THEN IT WAS TO PARIS, TX AT 2:00. ON WEDNESDAY, JUNE 10TH WE WERE IN MARSHALL, TX AND THURSDAY, IT WAS SPRINGHILL, LA.

THE KTBS COMMUNITY FORUMS ARE PART OF THE KTBS 3 ON YOUR SIDE COMMUNITY CARAVAN. KTBS GOES OUT TO DIFFERENT AREAS IN THE ARKLATEX, AND VISITS WITH PEOPLE IN THE COMMUNITY. DURING THE KTBS 3 COMMUNITY FORUM, WE ASK PEOPLE TO TELL US WHAT IS GOOD ABOUT THEIR COMMUNITY, WHAT NEEDS TO BE IMPROVED, AND WHAT KTBS 3 CAN DO TO HELP MAKE THEIR COMMUNITY BETTER, ETC. SOMEONE ALWAYS ASKS ABOUT THE DTV CONVERSION, AND HOW IT WILL AFFECT THEM. WE LET THEM KNOW WHAT CHANGES WE HAVE MADE TO PREPARE, AND HOW THE JUNE 12, 2009 DATE WILL AFFECT THEM, AND REFER THEM TO OUR WEBSITE WHERE WE HAVE LINKS THAT WILL ANSWER ALL OF THEIR QUESTIONS. KTBS AIRED A TOTAL OF 1526 PSA'S ON ITS DIGITAL SUBCHANNEL DURING THE SECOND QUARTER OF 2009. THESE SPOTS WERE PRODUCED BY THE NAB AND ABC AND FOCUSED ON EDUCATING CONSUMERS ON THE DTV TRANSITION. THIS SUBCHANNEL IS A LOCAL 24 HOUR NEWS CHANNEL THAT PROVIDES ENCORE PRESENTATIONS OF KTBS NEWS PRODUCTS.

IT IS OUR BELIEF THAT THE EDUCATIONAL PROGRAM WHICH WE ARE FOLLOWING IS ASSISTING HOUSEHOLDS WITHIN THE KTBS SERVICE AREA IN UNDERSTANDING THE PROCESS LEADING UP TO THE JUNE 12 TRANSITION DATE. WE HAVE CONTINUED OUR EFFORTS IN DEALING WITH QUESTIONS MEMBERS OF OUR VIEWING AUDIENCE HAVE HAD ON AN ON GOING BASIS.
