Description: EXHIBIT 36 - PURPOSE OF EXTENSION OF STA

THE CURRENT STA (BEDSTA-20091230AAX) WAS GRANTED TO ENABLE THE STATION TO CONSTRUCT ITS MAXIMIZATION FACILITIES AUTHORIZED IN BPCDT-20080618AAY, BUT AT THE LOWER ERP OF 170 KW, IN ORDER TO ENABLE THE LICENSEE TO DETERMINE WHETHER ADDITIONAL POWER WAS NECESSARY TO RESTORE SERVICE TO VIEWERS WHO LOST SERVICE WHEN THE STATION TRANSITIONED TO DTV OPERATIONS. THE LICENSEE DETERMINED THAT ADDITIONAL POWER WOULD BE DESIRABLE, BUT DUE TO THE NEED TO PROTECT FIRST ADJACENT CHANNEL STATION KLTL, IT COULD NOT INCREASE POWER TO THE FULL ERP OF 350 KW AUTHORIZED IN ITS MAXIMIZATION CONSTRUCTION PERMIT. THE LICENSEE COMMENCED A RULEMAKING PROCEEDING WHICH HAS RESULTED IN THE ALLOTMENT OF CHANNEL 25 FOR THE STATION'S OPERATIONS. THE STATION WILL NOT NEED TO PROTECT KLTL WHEN OPERATING ON CHANNEL 25 AT 350 KW ERP. A CONSTRUCTION PERMIT (BPCDT-20100428AAJ) WAS RECENTLY GRANTED TO ENABLE THE STATION TO CONSTRUCT FACILITIES ON CHANNEL 25. THE LICENSEE HEREBY REQUESTS AN EXTENSION OF THE CURRENT STA FOR A PERIOD OF 6 MONTHS WHILE IT COMMENCES STEPS TO ASSESS CONSTRUCTION OF FACILITIES ON CHANNEL 25. THE INFORMATION INCLUDED IN ATTACHMENT 21 TO THE STA REQUEST IN BDSTA-20090706AAB IS UNCHANGED AND IS INCORPORATED BY REFERENCE IN THIS REQUEST.
