		Between 04/01/02-06/30/02, WNEM-TV ran a total of 10 hours 8 minutes of educational and informational PSA's. The subject matter and number of times aired in each subject area are as follows: 1) Importance of education - 142 times, 2) Domestic violence - 125 times, 3) Help for emotionally troubled kids - 175 times, 4) Children's learning exhibits - 58 times, 5) Parents as role models - 46 times, 6) Stop hate crimes - 31 times, 7) Dangers of drunk driving - 31 times, and 8) Child safety belts - 191 times. A detailed list of the PSA's aired during the second quarter is found at Exhibit A, attached to the station's issues and programs list located in the public inspection file. Non-broadcast efforts of the station which related to educating or informing children 16 years or younger are 1.) JUST SAY NO TO DRUGS – WNEM-TV sponsored event took place in both Saginaw and Bay City, Michigan on May 18, 2002. 2.) BEST OF THE CLASS – WNEM-TV and Delta College sponsored picnic for the valedictorians and salutatorians and their parents of all local high schools took place on May 19, 2002. A list of the station's non-broadcast efforts also is found at Exhibit B, attached to the station's issues and programs list located in the public inspection file. For the weekend of May 4-5, 2002, the CBS Television Network pre-empted "Bob the Builder" and "Dora the Explorer" in order to schedule two additional episodes of "Blues Clues", in order to increase children's awareness of this acclaimed educational and informational children's program. Consequently, on May 4th, WNEM pre-empted "Bob the Builder" and "Dora the Explorer", regularly scheduled at 7:00-7:30AM and 7:30-8:00AM, and broadcast two additional episodes of "Blues Clues" in their time periods. In February 2002, CBS received an informal opinion from FCC staff that the pre-emption of these regularly-scheduled E/I programs would not present a problem both because the rules anticipate some pre-emptions and because the pre-emptions were for other E/I programming. On Sat., 08/31/02 "Franklin" will be pre-empted from 11-11:30AM due to CBS US Open Tennis. This program's second home is unavailable on 08/24/02 due to a Lions pre-season football game. Therefore, the program will be rescheduled in its second home on Sat., 08/17/02 from 12-12:30PM. On Sat., 08/31/02 "Wild Moments" will be pre-empted from 11:30AM-12NN due to CBS US Open Tennis. This program will be rescheduled in its second home on Sat., 08/24/02 from 12-12:30PM. On Sat., 09/07/02 "Franklin" will be pre-empted from 11-11:30AM due to CBS US Open Tennis.
