This series follows the adventures of Oswald, an animated octopus, who experiences the world as would a preschool child. Living in the metropolis of Big City, Oswald, curious and intensely interested in how the world works, picks his way through the problems and predicaments he faces by sorting through the varying responses of his friends and coming to his own answer. The objectives of this series are to assist preschool children in adapting to the early developmental challanges of building friendships, learning new physical skills, and beginning to understand their own perpectives, as well as those of others. Pelswick is a smart, mischievous leader of a close group of friends. He is also confined to a wheelchair because of an automobile accident, but refuses to allow this fact to prevent him from being fully integrated into the life of his community or from taking on challenges and risks. Pelswick's advisor and mentor in an irreverent, spiritual figure named Mr. Jimmy, who appears only to Pelswick. The objectives of the program are to teach children that a handicapping condition does not preclude a life full of the same types of successes and disapppointments experienced by any other person, and to present to children through the behavior and emotions of the characters some of the social issues they may face. This program is specifically designed to further the educational and informational needs of children, and has educating and informing children as a significant purpose.

WFSB aired 1,199 Public Service Announcements designed for children both locally and on the Network. These public service announcements are part of a general rotation and run in all dayparts. WFSB conducted several tours, as well as anchor appearances to schools this quarter. A further description of the PSA's aired by the station and other non-broadcast efforts are contained in a report which is mainatined in the station's Children's Television File, and is available for review by the Commission upon request. For the weekend of May 4, 2002, the CBS Television Network preempted Bob The Builder and Dora, The Explorer in order to schedule two additional episodes of Blues Clues, to increase children's awareness of this acclaimed educational and informational program. Consequently, on May 4, the station preempted Bob The Builder and Dora, The Explorer, regularly scheduled at 10:00 AM and 10:30 AM, and broadcast two additional episodes of Blues Clues in their time periods. In February 2002, CBS received an informal opinion from FCC staff that the preemption of these regularly-scheduled E/I programs would not present a problem both because the rules anticipate some preemptions and because the preemptions were for other E/I programming. On Saturday, April 6th, Bob The Builder (10:00AM), Dora The Explorer (10:30 AM), Blues Clues (11:00AM), Little Bill (11:30AM), Franklin (12:00N) and Oswald was JIP at 12:37 PM due to local coverage of the UCONN Women's Huskies Victory Parade. On Saturday, April 20th, Bob The Builder (10:00AM) and Dora The Explorer (10:30AM) was preempted due to an Eyewitness News Special Report on Connecticut earthquake.
