VeggieTales is a children series featuring animated vegetables who teach life lessons through delightfully entertaining stories. Hosted by Bob the Tomato and Larry the Cucumber, each episode begins by establishing the problem, uses short stories to parallel the situation with the problem and solution, and ends by reiterating the proposed solution and the life lesson learned through the experience. Without being preachy, the show communicates core values of honesty, kindness, forgiveness and appreciation for all, through entertaining characters and storylines.

Weather Plus U., a program available on WJAC's digital multicast "NBC Weather Plus" channel. Each episode is an entertaining combination of taped vignettes & timely segments relating to current weather events, with targeted topics geared toward teens aged 13 and older. The segments include regular features like "Weather in the News", "Weather Plus on Location", "Weather Plus Experiments", "Weather Plus in the Classroom" and "Weather Plus Interacts." Together, the segments highlight how and why the weather changes and how forecasters try to predict the weather, the nature and scope of significant weather events, and how teens can better understand or react to weather, both in their hometown and around the world.

WJAC airs Public Service Announcements that address, but are not limited to the following topic categories: Children's Safety, Children's Educational Issues, Drugs / Alcohol Abuse, Health and Community Service. These PSA's aired during each quarter, are 30 seconds of duration. A list of syndicated, network, and locally produced PSA's targeted to children is available in the Public File. A specific campaign of public service spots was designed this quarter to address the issue of citizens exercising their right to vote. While these spots are not targeted towards children, they do inform children of the important duty that citizens in our country have of participating in the Democratic process.. WJAC airs Local News programming that contributes to children's educational and informational needs, but are not limited to the following topic categories: Education, Health / Mental Health, Substance Abuse - Drugs / Alcohol, Family Issues, Environment, and Safety. WJAC-TV on-air personalities made several appearances this quarter at sites throughout the viewing area. Chief Meteorologist Jim Burton emceed at West Side Elementary Summer In The City event on July 17th. He made educational weather presentations on the following dates: July 25th-Johnstown High School Summer School, August 1st ââ?¬â?? Windber Recreation Center Summer Camp Program For Kids, and September 18th ââ?¬â?? University of Pittsburgh at Johnstown. Evening Weather anchor Tony Martin made educational weather presentations as follows: July 31st ââ?¬â?? Ligonier Valley High School. Reporter Janel Knight helped out at the Salvation Army Project Bundle Up shopping trip for financially disadvantaged children to pick out warm weather apparel at J.C. Penney on Sept. 21st. WJAC-TV airs a weekly feature titled Success By 6 that profiles educational and developmental programs that foster success for the young people in our viewing area. The segment also features young people who provide good examples for their peers in the areas of academic success, community service, and the development and use of their talents and abilities. The segment airs three times each week during news blocks. NBC's THE MORE YOU KNOW campaign highlights issues of national concern facing youth today, such as substance abuse, diversity and tolerance, drinking and driving, gun violence, child abuse, peer pressure, mentoring, and staying in school. These PSA's air each month to support those concerns. The MORE YOU KNOW WEBSITE features scripts from the public service announcements and referral information from the organizations referenced in the PSA's. The site also offers educational materials produced in cooperation with NBC programming. WJAC-TV has a very important feature on its own website. There is a Consumer Product Safety section that lists all product recalls posted by the Consumer Product Safety Commission. The WJAC-TV website also has a link to the State Index of Sexual Predators in order to make that information easily accessible for parents. The Children's Television Act and the FCC's rules require that programming targeting children ages twelve and under may not contain more than 10.5 minutes of total commercial matter per clock hour on weekends and no more than 12.0 minutes of total commercial matter per clock hour on weekdays. In addition, children's programming may not direct viewers to an Internet website unless the website offers a substantial amount of bona fide program-related or other non-commercial content; the website is not designed "primarily" for commercial purposes (that is, e-commerce or advertising); the website's home page and other menu pages clearly distinguish between the website's commercial and noncommercial sections; and, the website page to which viewers are directed is not used for e-commerce, advertising, or other commercial purposes (that is, the page has no links labeled "store" or direct links to other pages with commercial material). Finally, neither children's programming nor commercials aired during children's programming may display Internet website addresses that direct viewers to Internet websites that utilize a program's characters to advertise, promote, or sell products or services. After due review of internal station records and documentation provided to us by program suppliers, the licensee hereby certifies as follows: (i) the only programs specifically designed for children ages twelve and under that the station broadcast this quarter are disclosed in this report and (ii) the licensee fully complied with the FCC's commercial limits with respect to these programs. Because of the many sporting events during the Summer quarter that included Wimbledon Tennis, Ryder Cup Golf, and extensive coverage of the Summer Olympics from China, the shows of the QUBO lineup were many times during the quarter rescheduled to their second homes. Careful planning allowed these programs to air, in many cases, before the scheduled pre-emption date. Viewers were informed many weeks in advance of the changes and kept informed of the changes every week. A listing of the crawls and promotional efforts indicating those changes is in the Public File. Publishers of various T.V. listings were also notified one month in advance of the changes. All the changes are documented above in Question 4. Also, due to a technical problem, two episodes of the Weather Plus University aired missing the E/I bugs on the original broadcasts. Those broadcasts were rescheduled as follows: Episode 95-08 transmitted on Aug. 9th, at 5p and re-aired Aug 10th at 1p, was aired Saturday, Sept. 27th at 2p with the re-air at 4P. Episode 111-08 transmitted on Sept. 14th at 3p and re-aired 5p, reaired Sunday, Sept. 28th at 2p with the re-air at 4P. NBC has informed us that the schedule of shows for QUBO On NBC will change for the fourth quarter. Turbo Dogs will replace Babar on the schedule.
