Post Incentive Auction Television Transition Data Files

Welcome to the Post Incentive Auction Television Transition Data Files website. As stated in the Auction Closing and Channel Reassignment Public Notice released on April 13, 2017, we are making available here data files related to the post-auction transition. The information included in these files are as of the release of the Public Notice. Updated versions of these files which include changes that occurred after the release of the Public Notice can be found here. The following files are included:

  • File Formats
    Description: Word document providing the file specifications for all the files that follow below.

  • Post Auction Technical Parameters
    Description: Excel file that provides new channel assignment information and technical parameters for all U.S. full power and Class A stations.

  • Post Auction Coverage Baseline
    Description: Excel file that provides new baseline coverage and population data for all U.S. full-power and Class A stations on their post-auction channel.

  • Phase Assignment
    Description: CSV file listing the phase and key transition dates for all U.S. and impeding Canadian stations that must transition to a new channel. Please note that stations' phase assignments may have changed since the issuance of the confidential letters in March 2018 as a result of negotations with Canada. This allowed us to move some U.S. stations to later transition phases than indicated in the letters.

  • Phase Assignment Tableau File
    Description: Tableau file which shows the phase assignments and linked station sets for all U.S. and impeding Canadian stations that must transition.

  • Linked-Station Sets
    Description: CSV file that lists all U.S. and impeding Canadian stations that are part of a linked-station set as well as the other stations in that set with which it must coordinate during its transition phase.

  • Linked Station Neighbors
    Description: CSV file that is a subset of the Linked-Station Set file. The file lists all U.S. and impeding Canadian stations that are part of a linked-station set as well as the other stations that are their immediate upstream and downstream neighbors in that set with which it must coordinate during its transition phase.

  • Dependencies
    Description: CSV file that lists every station pair where one station must move from its pre-auction channel before the other station can move to its post-auction channel. This file is a superset of the Linked-Station Sets file as it is independent of phase assignments.

  • Greater Than 1% Population Loss
    Description: CSV file that lists all U.S. full power and Class A stations which are predicted to lose more than 1% of their pre-auction interference-free population and therefore may be eligible to file in the priority window for alternate channels/expanded facilities.

  • TVStudy Baseline Data Files
    Description: Zip file which includes the TVStudy template and CDBS database files used when generating the new Post Auction Coverage Baseline. It should be noted that Canadian facility IDs used in these files do not match the Canadian facility IDs found in LMS or any of the other files listed above. Rather, the Canadian facility IDs used in these files match the Canadian facility IDs used in the incentive auction constraint files. The zip file contains a mapping in Excel between these two Canadian facility IDs using each Canadian station's call sign (FacilityIDMapping.xlsx).
